The Bulls made 8-152 from their overs with Thomas Wardell top scoring with 35 not out.
Romsey was bowled out for 142 with three balls remaining.
William Collins top scored for Romsey with 27, while the Bulls shared the wickets around.
With Gisborne losing to Sunbury United, the Bulls moved back to second.
In the battle of the top two sides, United continued their winning run.
The Dragons made 9-179 from their overs with Pat McKenna top scoring with 61.
Rajitha Mendis took four wickets for United.
United hit the winning runs with two balls remaining, finishing 4-180.
Upul Fernando top scored with 51 not out.
The Bulls and United face off in the final round on Saturday.
The Sunbury Kangaroos had one of its best performances of the season, beating Woodend.
The Kangaroos made 8-173 before bowling Woodend out for 166.
Diggers Rest Bulla moved into the top six with its third win in a row.
In a low scoring match, the Burras were bowled out for 97 in the 37th over.
Maninder Buttar top scored with 17, while James Ellis took 4-14 for the Thunder.
Just two batsmen reached double figures for the Thunder as it was bundled out for 92.
Stephen Morris took four wickets for the Burras.
The Burras now sit sixth.
In the other match, Wallan beat Rupertswood. Rupo made 117, which Wallan chased down, finishing 7-120.
In the Johnstone Shield, Sunbury United, Aintree, Riddell, Romsey and Macedon were the winners.
