Plans to build an apartment building in Gisborne have been thwarted by Macedon Ranges council.
Councillors last week knocked back an application for what would have been Gisborne’s first apartment building, determining it was “out of character for the whole region”.
It was the second time councillors went against council officers recommendations and refused to grant the permit.
In February, the council knocked back the proposal to build 29 dwellings, including 10 townhouses, one single-storey dwelling and 18 apartments in a two-storey building at 22 Calthorpe Street.
The applicant lodged an appeal with the Victorian Civil and Adminstrative Tribunal.
At a hearing earlier this month council officers and the applicant discussed revised plans for the apartment.
Officers last week recommended the council advise VCAT that it supported the proposal, subject to a number of conditions.
But councillor Helen Radnedge said the plan was “not in line with the town”.
She moved to deny the application, saying the plan was “out of character for the whole region”.
Some councillors were concerned that allowing one apartment building could set a precedent.
Councillor Henry Bleeck said he believed this type of housing was more affordable for younger people.
The council was divided on the issue but moved to oppose the developer’s application.
